In France, a photo is more common in customer-facing sectors (retail, hospitality, luxury) and usually skipped for tech/back-office roles — there's a real anti-appearance-discrimination law behind this. 1 page is strongly preferred, and a cover letter (lettre de motivation) is essentially mandatory.
